Editor's Review: The Pulaski Bank Visa or MasterCard is one of few low interest credit cards created specifically for those with average credit history. Although it does not have all of the "bells and whistles" some credit cards offer, the low interest rate and the basic services provided by the card are very attractive to many people.

Individuals with average credit that are sifting through all of the cheap credit cards available have probably made the disappointing realization that most low interest credit cards are made for those with good or excellent credit. The Pulaski Bank Visa or MasterCard is different. The businessmen and women at Pulaski Bank realize that everyone wants to save money - not just those with great credit.

For the first 6 months of membership, cardholders enjoy a 0% APR on balance transfers. This rate is good for all balance transfers that are submitted within the first three months of membership. The APR for purchases and cash advances is a fixed 6.5% at all times. After the introductory period, the APR for balance transfers is also 6.5%.

In addition to being one of a few low interest credit cards for individuals with average credit, the Pulaski Bank Visa or MasterCard also provides emergency cash and card replacement. In addition, it provides auto rental insurance, protection from liability for unauthorized transactions, and lost and stolen card reporting.

The Pulaski Bank Visa or MasterCard has an annual fee of $35. There is no fee for adding other cardholders to the account. The minimum line of credit available with this card is $1,000, while the maximum is $10,000. If a cardholder goes over his or her limit, he or she can expect to pay a $29 fee. There is also a late fee of $29, regardless of the balance on the card. Unlike many low interest rate credit cards, the Pulaski Bank Visa or MasterCard does not charge a fee for balance transfers or for cash advances. All of these features combined make this card truly one of the cheapest credit cards on the market.
